Definition

Crisis Event is the operational state, not the damage report. While the event is live, the Emergency Protocol takes priority, regular PROTECT is suspended, and the Claims Engine coordinates recovery.

Why this matters

Crisis handling is different from prevention. Knowing which mode the policy is in prevents using the wrong tool at the wrong time.
